Some 10 years ago, famed St. Louis County Executive George "Buzz" Westfall introduced a project to add a middle turn lane to Barrett Station Road, along with continuous sidewalks extending to Dougherty Ferry. This ambitious project is now coming to fruition with construction likely to begin around the Spring of 2009.
The completion of the project, scheduled to last anywhere from 24 to 30 months, will see a regraded and leveled Barrett Station Road lined with elegant five foot wide sidewalks and five foot wide tree lawns. The new sidewalks will be continuous from MODOT to Dougherty Ferry on both sides of the street.
To begin this project, the county must acquire some 100 parcels of land currently bordering Barrett Station Road. The county engineers designed their plans to minimize the risk to all residential properties, and Barrett Station Place is one of the beneficiaries of that design. Our neighborhood will not lose any private property to the county, but will grant Temporary Slope and Construction Licenses (T.S.C.L.) on 5 parcels of common ground.
We will be compensated for and must replace all plants, trees, signage, and electrical fixtures bordering Barrett Station Road. We will also receive a temporary use fee for the land calculated to be $6.50/sq ft multiplied by the estimated time needed to complete the project. The county will assist us by replacing the sidewalks and curbs, rebuilding entry island on Hidden Meadow, and re-sodding the tree lawns.
The county will likely award this project to an outside contractor in the coming months. That contractor will decide if they will begin construction of the Dougherty Ferry end or Manchester end of Barrett Station Road. They will also decide to begin on the east or west lane of traffic. Therefore, our construction could begin first or last, producing a varying opportunity for the growth of the newly acquired funds.
The total amount of the offers equal: $35,782.00.
Should the neighborhood agree to these terms, we will receive payment within a few weeks of closing. All proceeds earned from a deal with St. Louis County will be placed in an investment account (to be determined) until the neighborhood is permitted to rebuild the elements of our common ground. At that time, the necessary funds will be allocated to re-landscape, re-light, and re-label our neighborhood. It will be a nice opportunity to upgrade the look of our entranceway.
The trustees Matt Glenn, Ken Seise, and JJ Kirkpatrick will perform the due diligence necessary to ensure that the county's offer will allow us to rebuild to at least the same degree of quality as we have today.
